President Chakwera appoint seasoned finance manager Dr Santhe as NLGFC ED

President, Dr Lazarus Chakwera through the Board of NLGFC has approved the appointment of Dr Kondwani Santhe as Executive Director of the National Local Government Finance Committee (NLGFC)

Dr Santhe holds a Doctor of Philosophy (PhD) in Accounting and Finance, 2019 (Zambia), a Fellow of Chartered Certified Accountants, 2013 (FCCA – UK), a Master’s Degree in Business Administration, 2011 (MBA – UK), and Certified Public Accountant, 2009 (CPA – Malawi), Diploma in Accounting, 2001 (PAEC/ICAM – Malawi).

Has also completed the following professional trainings:  Forensic Auditing and Investigations, (Ghana), Municipal Financial Management (South Africa), and Financial Planning and Control (Botswana).

Dr Santhe is a result-oriented professional,  objective and hands-on team player. He is a dynamic strategist, motivator and leader, with good analytical and excellent management and leadership skills. He is a focused executive and an accomplished achiever.

He also has over 20 years of executive experience in Public, Local Government, Quasi-Governmental organizations, INGOs and the Education sector: in accounting, finance, governance, change management, administration, human resources management, strategic planning; review and implementation, project design and management gained while serving as Director of Finance, Internal Auditor, Financial Management Specialist/ Project Accountant, Senior Lecturer, Director of Finance and Administration.

The experience has been gained while working for the following institutions: Dedza District Council, Lilongwe District Council, Lilongwe City Council, Pump Aid (Mw), Malawi College of Accountancy, Mzuzu University, Skills Development Project – NCHE and National Local Government Finance Committee (NLGFC).

National Local Government Finance Committee (NLGFC) is a constitutional body established by the Constitution of Malawi (Section 149 of 1994).

The Local Government Act (1998) provides further powers and functions of the NLGFC. On 1st April, 2018, the Government of Malawi (GoM), through the on-going Public Sector Reforms, effected a merger of the old National Local Government Finance Committee (NLGFC) and the Local Development Fund-Technicaal Support Team (LDF-TST).

The merger eliminated duplications in relation to the management of recurrent and development funds for facilitation of fiscal decentralization in support of the Local Governments (LGs).
